DETAILS;

  1. DIRECTOR INTERNAL AUDIT – GRADE E2 - REF NO: NEMA/MNG/IA/26/4/2022 (1 POST)

An Officer at this level will administratively be responsible to the Director General and functionally to Audit Committee of the Board.

  1. Job Specifications

 

Duties and responsibilities at this level will entail but not limited to:

 

  1. Coordinating development, implementation and review of audit management systems of the Authority;
  2. Providing secretarial services to the Board Audit Committee;
  • Leading development and implementation of a risk based audit strategy and annual plans for the Authority;
  1. Planning and overseeing audits to assess controls, operational and technical efficiencies and compliance with relevant policies, procedures and regulations;
  2. Ensuring continuous risk assessment and oversight of Authority’s effort to implement the risk management framework;
  3. Ensuring verification of financial records to ascertain validity, accuracy and adherence to the accounting procedures;
  • Liaising with the Office of the Auditor General and ensuring follow-up on implementation of internal and external audit recommendations;
  • Driving operational improvements throughout the organization to ensure the economy, efficiency and effectiveness with which Authority’s resources and assets are utilized;

An officer at this level is responsible to the Deputy Director Environmental Planning & Research Coordination.

Duties and responsibilities will include but not limited to;

  1. Coordinating GIS activities amongst various NEMA departments to promote and maximize on the use of GIS technology;
  2. Providing progress reports to the department head, oversight committees and supervisors;
  3. Ensuring the dissemination of the GIS data to other departments, other government agencies and the public;
  4. Directing and participating in the analysis and design of new and or revised GIS applications;
  5. Monitoring and supervising implementation of the systems by staff working under him/her;
  6. Developing and implementing short and long term strategic goals and objectives for the GIS division;

An officer at this level is responsible to the Deputy Director Field Operations

  1. Ensuring compliance with Environmental Management Coordination Act (EMCA), 1999 & its regulations to safeguard the environment;
  2. Coordinating all environmental matters at the County level including formation of County Environment Committee;
  • Coordinating preparation of field work plans, budgets and procurement plans;
  1. Ensuring quality control for licensing processes and environmental audits at the County level;
  2. Coordinating inspections, incident management and enforcement actions;
  3. Enhancing public awareness, environmental education and coordinating environmental events in the County;

Terms of service

The above positions are on permanent and pensionable terms of service except the position of Director Internal Audit E2, which is on three (3) years contract renewable.
